Possible income shortfalls should be taken into account when the budget is prepared. I doubt that a tax decrease would have been proposed if income was more than initially projected. No doubt the Council would have found a project on which to spend the extra income. As a former corporate middle manager with meaningful budget expertise and holder of a Master of Business Administration(MBA) degree, I would like to offer my voluntary services to the Council to seek an alternative solution to its proposed tax increase.
