    Answer it

I create educational app and make it available in Play Store. All text content (strings) are based only in Cyrillic. Application doesn't have any type of settings (so, there is no option to change language), options or SQLite bases. Also, application doesn't require any type of permissions. Application is installed on more than 400 devices. But two users make "strange" review claim that app is in Latin. I ask users to provide me screenshots, and as they said, application shows all text with wrong (Latin) encoding. Of course, it's still readable. I don't have any idea where to look and what can be wrong. What is also interesting, on https://developer.android.com/guide/topics/resources/localization.html says that Android will use content in res/values/strings.xml if there isn't any other. I would be appreciate any idea!
