    User private and public layouts were disabled due to a specific requirement (users should not be able to create/make/manage their own personal page). This was accomplished by setting the following properties:

    layout.user.private.layouts.enabled=false
    layout.user.private.layouts.auto.create=false
    layout.user.public.layouts.enabled=false
    layout.user.public.layouts.auto.create=false

    Given properties put in portal-ext.properties file of the tomcat server and restart the server.

    This resulted in strange behavior where the Change Email Address and Resend Verification pages were displaying only one site's theme.
