    If you want to extend the default header in odoo-9 , use the below code.

    <Customize header>
    <template id="custom_header" inherit_id="website.layout" name="Custom Header"> // this is a header template.
    
      <Assign an id>
    <xpath expr="//div[@id='wrapwrap']/header" position="attributes"> // using xpath you can assign header file
        <attribute name="id">my_header</attribute>
      </xpath>
    
      <Add an element after the top menu>
    <xpath expr="//div[@id='wrapwrap']/header/div" position="after"> // here xpath is also been used again to make top menu in header file.
        </xpath><div class="container">
          <div class="alert alert-info mt16" role="alert">
            <strong>Welcome</strong> in our website!
          </div>
