thaks for the reply but i am working on local computer on wamp server.you mention the manual method i will try for it but please how i can solved the problem. i will give another hints in dashboard-Setting-General in last this error is shown.....

Its a Server configuration issue, Please submit a ticket in your hosting provider, they will check and resolve your Problem.

You can install manually, Just follow these steps
1. Download Plugin, extract it ,Copy plugin folder, Jump to /projectfolder/wp-content/plugins/ and paste it here
2. For Theme, Download theme, extract it ,Copy theme folder, Jump to /projectfolder/wp-content/themes/ and paste it here
3. Make sure under /projectfolder/wp-content/themes/yourthemeFolder should exists header.php, style.css, footer.php etc files
4. All done, Go to Appearance under Administrator Dashboard, you will see your theme , Activate it
5. Same for Plugin Go to Plugins under Administrator Dashboard , you will see your Plugin in the plugin list, just activate it
